How do I tell seconds from milliseconds?
Second timestamps have 10 digits today, millisecond timestamps have 13. Values with 12 or more digits are treated as milliseconds in auto mode.
Why does the local date differ from UTC?
The same instant looks different in each timezone. Both rows describe the same moment; only the offset changes.
What range can be converted?
Anything JavaScript dates support: roughly from the year 1 to the year 275760, far beyond practical use.
