When should I use encodeURIComponent instead of encodeURI?

Use encodeURIComponent for a single parameter value or path segment. Use encodeURI for a complete URL where characters like : / ? & = must stay intact.

Why does decoding fail?

decodeURIComponent throws when a percent escape is incomplete or invalid, for example a lone "%" or "%E0%A4". The tool reports this instead of returning broken text.

Does the tool send my data anywhere?

No. Encoding and decoding happen entirely in your browser.
